CALL FOR RESEARCH PROPOSALS FROM PROSPECTIVE SMART PARTNERS – 1st of March 2010 

Attached please find the Terms of Reference (TOR) for a Process Evaluation of Social Auxiliary Work training in the Eastern Cape. CEFA would like to enter into a Smart Partnership with a credible entity to conduct research on the above-mentioned training course.  The prospective partner must demonstrate sound research capacity with a proven track record, specifically to socio-economic impact studies using programme evaluation methodology. Please note that the requirements, components and timeframes for the research proposals from the prospective partner entities are captured in the attached Terms of Reference.

Decentralized Training: Social Auxiliary Work

Service delivery in Africa

CEFA has expanded service delivery to the rest of the African continent. 

During July the CEO, Karien Lubbe, Prof. Frik and Linda de Beer as well as Me. Cornel Hart paid visits to World Vision International and Unicef in Nairobi, Kenya.  The purpose of the visit was to promote the offerings of CEFA in general and to discuss collaboration on Early Childhood Development (ECD)training in specific.

As a result CEFA was invited by World Vision International to prepare a budget for a pilot roll out to train ECD practitioners in Mozambique, Kenya and Senegal.  The roll out will start towards the end of 2009.

CEFA SATELLITE OFFICE OPENED IN UPINGTON

A satellite office opened its doors during May 2009 at 2 Bain Street Upington, just opposite the well known Upington College.  The office is situated in a peaceful residential area in a very central location.  The purchase was made possible by R500, 000 price money that was received from the HWSETA after winning the prestigious ISOE (Institute of Sectoral or Occupational Excellence) award in 2008.   

The office is currently being utilized as a satellite of the existing Wellington based CEFA offices to bring training closer to the Northern Cape communities in remote areas.   A close partnership agreement exists between CEFA and the Department of Social Services Government of the Northern Cape, in particular to serve the needs of communities in deep rural areas.  Currently the office serves as head quarters for the Social Auxiliary Work learnership and is run by Lead Coach Netta Nortjé.  Several short courses and skills programmes are planned for the coming year in an effort to make training more assessable for the people of the Northern Cape.  

 
CEFA LEARNERSHIP TRAINING MODEL

The learnership training model is defined as "on the job practice". 


Classroom theory (30%) is combined with practical workplace experience (70%) in an inter-active learner support system of qualification related occupational employment.  Employers commit to on-going paid employment of learners-in-training and qualifying learners.  Learnerships therefore combine structured learning with work experience, leading to a nationally recognized qualification.  On the job training enhances employability and career development.

Early Childhood Development

The promotion and support of early childhood development is a national priority in South Africa. It is in particular the Departments of Education, Social Development and Health who actively pursue the provision of better facilities and well-trained ECD facilitators in and for South African communities.

 

According to a national audit, more than 16 000 ECD sites remains to be registered with the national Department of Social Development. Almost a quarter of ECD practitioners were found to have no training while 85% needed further training (Minister Z Skweyiya - 8 October 2007 press release on www.info.gov.za/speeches/2007/07100909451002.htm ).

 

This qualification provides an opportunity for persons who want to enter the field of Education, Training and Development, specifically within the sub-field of Early Childhood Development OR who are already practising within the field, but without formal training.

 
Social Auxiliary Work Training

A national priority in South Africa is to address the many social development needs prevalent amongst individuals, families, groups and communities.

Social Auxiliary Work and Social Work are acknowledged as being essential in addressing these priority social needs.  Social Auxiliary Work and Social Work are in the frontline of social development and transformation, particularly in traditionally under-resourced communities. The need for Social Auxiliary Workers in South Africa was identified more than 10 years ago, leading to the role and functions of Social Auxiliary Work being defined in the Regulations of the Social Service Professions Act, 1978 (No 110 of 1978). These Regulations define Social Auxiliary Work as "an act or activity practiced by a Social Auxiliary Worker under the guidance and control of the Social Worker and as a supporting service to a Social Worker to achieve the aims of Social Work".  

This implies that Social Auxiliary Workers are assistants to Social Workers, providing support services and working under the guidance and supervision of Social Workers. Social Auxiliary Work complements and supports Social Work in all focus areas with services to individuals, families, groups and communities.  

In order to provide this assistance and support to the social work team, a qualification in Social Auxiliary Work and registration with the SA Council for Social Service Professions are necessary (Re: SAQA QUAL ID: 23993).

CEFA's newest training contract is with the Department of Social Services in the Northern Cape.  Learnership training will be conducted with70 learners from Upington, Kuruman and De Aar.  This training project started in 2009. 

 
CEFA TRAINING TEAM EXPERIENCE

The pool of knowledge, skills, teaching and experience upon which the CEFA team of specialists, facilitators, assessors and managers draws to formulate its teaching modules is deep.

One focus is on empowering people to become entrepreneurs and masters of their own destinies.  Included in the collective membership and achievements of that team are:
  • A professor and former university Development Studies Head of Department.
  • A university Associate Professor in Psychology.
  • Doctorates and degrees in Literature and Philosophy.
  • Higher Education and Postgraduate Diplomas in Early Childhood Development (ECD).
  • Academic journals and prescribed reading articles and books on development.
  • Documents, broadcasts and articles on Victim Empowerment, diversity training, workplace gender and sexual orientation.
  • Workshops facilitation in community and early childhood development and social work.
  • 10 years in the South African Police (SAPS), mostly heading Psychological Support Services.
  • 25 years ECD teaching at a school for children with special needs.
  • Development of a boxed portable ECD training kit and manual.
  • Community development, social work and research.
  • Youth work, ECD, leadership and community development.
  • Development (in South Africa) of the NQF Level 4 Qualification for ECD Practitioners.
  • Participation, as member of the SAQA Standards generating Body for Victim Empowerment, in the development of related qualifications.
  • Facilitation and training on substance abuse, statutory services, institutional management and HIV/AIDS.
  • Trauma therapy, -counselling and -debriefing.

Very few of the many facilitators and assessors engaged in training since 2004 have less than 10 years experience; many have 20 - 30 years; two have over 40 years.

South Africa's social fabric has become increasingly frayed at the edges over the years and is constantly under serious threat of unraveling completely from a variety of issues such as crime, unemployment, retrenchment, violence (particularly against women and children), drugs, divorce, orphaned and vulnerable children to name but a few. It would be fair to say that the situation has the potential to deteriorate further in the present economic climate and so these issues must be addressed practically and with haste.

CEFA has decided rather than be a spectator to participate in a positive way to do something concrete to make a difference and has already begun to do so!

Continuing Education for Africa - CEFA

Community Development: HIV/Aids Support

 

A national priority in South Africa is to address the many problems associated with HIV and AIDS which is prevalent amongst individuals, families, groups and communities.

 

This qualification (Re: SAQA QUAL ID: 58396) is intended for lay counselors who will educate and counsel communities about the HIV/AIDS pandemic.  Its purpose is to equip qualifying learners with:

  • Knowledge and understanding of the communities within which those living with life-threatening conditions such as HIV/AIDS find themselves confined and the ability to communicate with all members of these communities.
  • Knowledge and understanding of the processes of adult learning and the ability to successfully communicate new information so that a change in behavior is brought about.
  • Knowledge of human behavior and the ability to provide a means to achieve emotional and physical support for those in distress.
  • Knowledge and understanding of the principles of personal and community sanitation and the ability to initiate improvements in this area.
  • Knowledge and understanding of the cause and effect of life threatening conditions especially HIV/AIDS.
  • The skills to work as a team member and as a provider of support services within a multidisciplinary health care system.
